Belgium was a relatively strong supporter of the Council's mandate on country situations during its term.

2012 Analysis

Belgium voted in favor of all resolutions put to a vote under agenda items 2 and 4 during the period under review, and added its voice to the joint statements on the human rights situation in Eritrea and Bahrain. However, Belgium abstained on amendments to strengthen the Libya resolution in March 2012. In 2012 Belgium did not support the joint statement calling for the Security Council to refer the Syrian situation to the ICC and the joint statement on responding to country situations. Belgium subsequently joined the ICC referral statement as an observer state in March 2013.

In 2012 Belgium co-sponsored a total of 20 country-specific resolutions under agenda items 2, 4, 7 and 10. Belgium was an active participant in the Council's debates on country situations.

Belgium voted in favor of all but two of the resolutions focusing on the human rights situation in Palestine and other occupied Arab territories. Belgium abstained on the resolution on the follow-up to the UN fact-finding mission on the Gaza conflict and on the resolution on human rights in the occupied Syrian Golan.
