2012 Analysis

Kyrgyzstan's engagement on country situations at the Council raised concerns about selectivity. Kyrgyzstan voted in favor of all resolutions on Syria and all the resolutions focusing on the human rights situation in Palestine and other occupied Arab territories. However Kyrgyzstan abstained on the Sri Lanka, Iran, and Belarus resolutions. Kyrgyzstan voted in favor of only one of the three amendments to improve the 2012 Libya resolution. It did not support any of the joint key joint statements on country situations made at the Council.

Kyrgyzstan did co-sponsor 13 country-specific resolutions, under agenda items 1, 7 and 10. Its participation in the Council's debates on country situations was very limited. Kyrgyzstan could consolidate its engagement on country situations at the Council by increasing its participation in these debates, and re-assessing its positions on country situations beyond the Syrian crisis and the situation in the Occupied Palestinian Territories.
