Norway was a strong supporter of the Council's
engagement on country situations during its term. Norway's engagement was both principled and
non-selective. Given Norway's reputation for non-selectivity and its highly-skilled
diplomacy, however, Norway could have played a stronger role in mobilizing the
Council to take up country situations that remain unaddressed.
Norway voted in favor of all country resolutions put to the vote under items 2 and 4, and signed onto all the key joint statements that were delivered on country situations. Norway unfortunately abstained on the amendments that would have strengthened the Libya resolution in March 2012. Norway voted in favor of all but two of the resolutions focusing on the human rights situation in Palestine and other occupied Arab territories.
In 2012, Norway
co-sponsored 26 resolutions under agenda items 1, 2, 4, 7 and 10. Similarly, it
had a strong record of participation in the country-specific debates of the Council.
