Spain was a relatively strong supporter of the Council's mandate on country situations. 



2012/2013 Analysis

Spain voted in favor of all the resolutions on country situations adopted under agenda items 2 and 4 of the Council. However, it abstained on amendments that would have strengthened the Libya resolution in March 2012.

Spain supported the joint statements on the human rights situation in Eritrea and Bahrain. However in 2012 it did not support the joint statement calling for the Security Council to refer the Syrian situation to the ICC and the joint statement on responding to country situations. However, Spain did join the statement on ICC referral in 2013.

In 2012, Spain voted in favor of two of five resolutions on the human rights situation in Palestine and other occupied Arab territories and abstained on the remaining three. In 2013, Spain voted in favor of all the resolutions focusing on the human rights situation in Palestine and other occupied Arab territories, except the resolution on the human rights situation in the occupied Syrian Golan on which it abstained.

In 2012 and 2013 Spain co-sponsored a total of 38 country-specific resolutions under agenda items 1, 2, 4, 7 and 10 and was an active participant in the country-specific debates of the Council.
